Chipper.com, which provides an African money transfer service app, tweeted last week that donations recently helped Ugandan schools or hospitals set up Starlink, prompting Elon Musk to respond to a question if anyone else would like to donate so that Starlink can be deployed in where needed. He then tweeted announcing that SpaceX had decided to add a donation option to Starlink.
