A large number of US states continue to purchase Chinese technology equipment in defiance of federal warning

In the past decade, the United States has gradually strengthened its vigilance against Chinese-made technology products, especially the procurement restrictions on relevant government agencies have been tightened. For example, products from manufacturers such as Huawei and ZTE are not allowed to be purchased. However, a survey found that most states did not follow the rules.

According to a CSET investigation report, measures including the National Defense Authorization Act of 2019, the Secure Technology Act, the Information and Communications Technology and Services Regulations, and the Secure and Trusted Communications Network Act, all target government agencies’ procurement of foreign technology. Devices are regulated, but while the federal government has the power to control direct agencies, neither state nor local authorities have fully followed suit. According to the report, only Florida, Georgia, Louisiana, Texas and Vermont have enacted measures to limit purchases, and none at all.

Between 2015 and 2021, at least 1,681 state and local entities purchased equipment and services that were prohibited at the federal level under Section 889 of the National Defense Authorization Act of 2019, the report said. These purchases can also become security breaches, allowing untrustworthy technology to infiltrate the nation’s systems. The report argues that further coordination is needed at all levels of government, and the federal government in particular should make greater efforts to lead local governments in enacting procurement bans.
